University Council
As the highest governing body of VinUniversity, the University Council is responsible for representing the interests of the Founding Donor as well as those of a broad range of stakeholders, including students, faculty, staff, government authorities, and both the national and international communities. Its overarching mission is to collaborate with the entire VinUniversity community to build a university of excellence and to nurture the talents of the future.

Senior Leadership
The VinUniversity’s leadership team, representing the best interests of the University, includes the President, Provost, Vice-Provost, Deans and Heads of Faculty, Vice-Deans, and Heads of Operational and Administrative Units. The VinUniversity organizational structure is based on the principle of hybrid governance, in which administrative and operational support is centralized, and academic units (colleges and faculty) are decentralized, for implementation of the education and research mission of the university.
Le Mai Lan, PhD
President of the University Council, VinUniversity
Dr. Le Mai Lan serves as Vice Chairwoman of the Vingroup Joint Stock Company, in charge of Education. In 2013, she was tasked with setting up Vinschool, a not-for-profit K-12 education system, with the goal of becoming a Vietnamese education system based on the highest international standards. Founded in 2013, Vinschool has become the largest education system in Vietnam with a core of quality teachers and robust educational programs.
In 2017, Dr. Lan began to lead other Vingroup’s major education project, setting up VinUniversity, an excellent, private, not-for-profit university aspires to develop talents for the future, to make a breakthrough in Vietnam higher education and to become a world-class university.
Ling San, Prof.
Professor Ling San obtained his BA and MA in Mathematics from the University of Cambridge, and has a PhD in Mathematics from the University of California, Berkeley. He spent 13 years at the National University of Singapore (NUS) as a faculty member, before joining Nanyang Technological University (NTU) in 2005 as the Founding Head of the Division of Mathematical Sciences in the School of Physical & Mathematical Sciences (SPMS). He also served as Chair of SPMS and Dean, College of Science, before being appointed Provost and Vice President (Academic) on 1 January 2018. He became Deputy President & Provost on 1 January 2020, till 30 June 2025. Professor Ling was appointed Distinguished Nanyang Professor at NTU Singapore from 1 July 2025. Between August 2022 and July 2024, Professor Ling also served concurrently as the Chief Scientific Advisor for the National Research Foundation, Singapore. Professor Ling joined VinUniversity as Senior Deputy President in July 2025.
Tan Yap Peng, Prof.
Dr. Tan Yap Peng received his B.S. degree from National Taiwan University and his M.A. and Ph.D. degrees from Princeton University, all in Electrical Engineering. He worked at the IBM Thomas J. Watson Research Center (New York), Intel Corporation (Arizona), and Sharp Laboratories of America (Washington) before joining Nanyang Technological University (NTU), Singapore, in 1999.
At NTU, he held several leadership roles, including Head of the Division of Information Engineering, Associate Chair (Academic), and Chair of the School of Electrical and Electronic Engineering, Deputy Dean and Interim Dean of the College of Engineering, and Associate Vice President (Lifelong Learning – Postgraduate Programmes by Coursework). He was also the Founding Director of the INFINITUS Infocomm Research Centre and President’s Chair in Electrical & Electronic Engineering. His research interests include image and video processing, computer vision, pattern recognition, machine learning, artificial intelligence, and data analytics.
