With the approval of the Ministry of Public Security’s leadership, and based on discussions and mutual agreement between the two institutions, on August 12, 2025, VinUniversity and the People’s Police Academy held a signing ceremony for a Memorandum of Understanding (MoU) on cooperation.
Attending the event were Lieutenant General, Meritorious Artist, Professor, Dr. Trần Minh Hưởng – Party Committee Secretary and Director of the People’s Police Academy; Dr. Lê Mai Lan – Vingroup’s Vice Chairwoman, VinUniversity’s President of the University Council; members of the Board of Directors of the People’s Police Academy, the University Council of VinUniversity; along with leaders from various departments of both VinUniversity and the People’s Police Academy.

In the context of the Fourth Industrial Revolution and the rapidly expanding process of digital transformation taking place worldwide-impacting all aspects of socio-economic life-the People’s Public Security Force, under the leadership of the Central Public Security Party Committee and the Ministry of Public Security, has been taking the lead in the national digital transformation process, with a focus on the successful implementation of the Government’s Project 06. This not only contributes to administrative reform and better service for citizens and businesses but also introduces new and higher demands for ensuring public security and order, as well as crime prevention in the digital era.
To fulfill this mission excellently, it is essential to strengthen the application of science and technology and to develop high-quality human resources, especially in fields such as information technology, artificial intelligence, and big data analytics. Therefore, cooperation and partnerships with reputable universities and research institutes are a strategic direction of the People’s Police Academy.

VinUniversity, though a young institution, has quickly established itself as a reputable higher education institution operating under an advanced model, with particular strengths in technology, foreign languages, data science, and artificial intelligence. The collaboration between a leading training and research institution of the People’s Public Security Force and a top technology-focused university like VinUniversity promises to yield many practical and impactful outcomes.

Dr. Lê Mai Lan presented flowers to congratulate the Academy on the occasion of the 80th Anniversary of the Traditional Day of the People’s Public Security Force (August 19) and its third conferment of the title “Hero of the People’s Armed Forces.”
To ensure increasingly close and effective cooperation between the two institutions, at the ceremony, Lieutenant General Trần Minh Hưởng, Director of the People’s Police Academy, and Dr. Lê Mai Lan, Vingroup’s Vice Chairwoman, VinUniversity’s President of the University Council, signed a Memorandum of Understanding between VinUniversity and the People’s Police Academy. The MoU consists of eight articles, comprehensively outlining the scope, objectives, principles, methods, contents, and responsibilities of both VinUniversity and the People’s Police Academy in activities related to training, scientific research, technological application and transfer, extracurricular programs, and other areas of mutual interest – aimed at maximizing the strengths of each side.

In her remarks, Dr. Lê Mai Lan expressed her appreciation for and high regard toward the cooperative relationship between the two institutions. She affirmed that VinUniversity and the People’s Police Academy share many similarities in their educational philosophies, goals, and student training orientations, which present strong potential for developing the partnership in the future. Addressing the objectives of the cooperation program, Dr. Lê Mai Lan emphasized the importance of distinctiveness and pioneering spirit in education, technology, and scientific research – areas in which the two institutions can act swiftly and decisively, using tangible results as the key measure of effectiveness in their joint activities.

At the signing ceremony, Lieutenant General, Meritorious Artist, Professor, Dr. Trần Minh Hưởng, Director of the People’s Police Academy, expressed his confidence that the signing of the Memorandum of Understanding would open a new chapter in the development of both institutions. He emphasized that the MoU would serve as a foundation for joint research on applied scientific topics utilizing modern technology in crime prevention; the exchange of experts and lecturers; the development of short-term training programs on cybersecurity and data analytics; as well as opportunities for students from both institutions to engage, exchange, and learn from each other.
Immediately after the signing ceremony, the Director of the Academy requested that the Academy’s functional units concretize and implement the MoU seriously and effectively, and work with VinUniversity on a regular basis to assess progress and agree on coordinated plans for the upcoming period.
