 Job Summary:

The Project Officer will support the implementation, coordination, and monitoring of CEI’s research projects and initiatives. This role requires strong organizational skills, attention to detail, and the ability to collaborate with multiple stakeholders. The Project Officer will also assist in financial management, procurement, and reporting to ensure project efficiency and compliance.

 Key Responsibilities:

  1. Project Coordination & Administration
  • Support planning, scheduling, and tracking of project activities, timelines, milestones, and deliverables.
  • Coordinate with internal teams, project partners, and relevant stakeholders to ensure effective and timely project execution.
  • Prepare meeting agendas, minutes, and follow-up action lists for assigned projects.
  • Maintain and regularly update project records, databases, and document repositories.
  1. Finance & Budget Management
  • Coordinate with the Finance team to ensure completeness, accuracy, and compliance with supporting financial documentation.
  • Track and monitor project expenditures, ensuring budget adherence and timely disbursement.
  • Support budget planning, forecasting, and financial performance tracking for assigned projects.
  1. Procurement & Contract Management
  • Support procurement processes for project-related expenses (excluding personnel costs): purchase requests, quotation collection, vendor coordination, and contract preparation.
  • Ensure that all procurement and contracting activities comply with institutional and funding requirements.
  • Monitor delivery schedules and verify completion of goods or services prior to payment processing.
  • Maintain accurate and up-to-date records of all procurement documents, vendor information, and service contracts.
  • Work closely with the Accounting team to process payments, invoices, and reimbursements related to project activities.
  1. Reporting & Documentation
  • Compile and format project progress and financial reports in coordination with relevant teams.
  • Collect and consolidate data and indicators required for institutional reporting (e.g., research outputs, funding, IPs, etc).
  • Ensure timely submission of all reports to funding agencies, partners, and internal stakeholders as required.
  • Maintain well-organized digital and physical archives of all project and financial documentation, ensuring data integrity and accessibility.
  1. Other Duties
  • Provide administrative and operational support as needed.
  • Perform other tasks as assigned by the Project Manager.

 Qualifications & Skills:

  1. Education:
  • Bachelor’s degree in Environmental Science, Engineering, Project Management, Finance, Accounting, Business Administration, Economics or a related field.
  • A master’s degree is an advantage.
  1. Experience:
  • 1-3 years of experience in project coordination, research administration, finance, or procurement.
  • Experience working in academic or research institutions is an advantage.
  1. Skills:
  • Strong attention to detail, time management, and organizational skills.
  • Excellent written and verbal communication skills (Vietnamese & English).
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and project management tools.
  • Familiarity with financial management, budgeting, and procurement processes.
  • Ability to work independently and as part of a team.
